Mostly of Earths areas are flooded because of global warming. Some guys finds a way to lower the water levels again, but ofcourse they got competitions and that means huge problems...
Quite good Movie, even if it had some really bad acting. I did like this one. Somewhat poor CGI here and there but plot was interesting.
